Solver Surface Conditioner is a clear penetrating oil preparation for
binding back chalky, powdery surfaces that cannot be thoroughly cleaned.
This product is not an excuse for proper surface preparation prior to painting.
It is intended for use only where it is impossible to completely remove
loose and powdery material, e.g., where destruction of substrate will occur
on further cleaning. This product aids in rebinding the surface and is not
a cure all for poor preparation.
